Title
“中国経済はなぜ急成長できたのか？”
Abstract
改革開放後最初の三十数年間、中国経済は目覚ましい成長を遂げた。その理由についてはさまざまな仮説があるが、必ずしも説得的な解釈が与えられなかった。この講義では、中国と東アジア諸国の発展経験を比較することにより、中国の急速な経済成長の理由は1980年代後半からの輸出志向型工業化戦略の実施にあることを明らかにする。この戦略の実行は、長い間中国の経済成長を制限してきた外貨のボトルネックを解消しただけでなく、中国企業が国際分業に参加するために必要な条件を提供し、中国の比較優位を最大限生かすことを可能にした。また、中国が輸出指向型工業化戦略を実行できたのは主に、1970年代末ころから始まった部分的な市場化・民営化改革と対外開放によるものである。中国における国有企業の改革、郷鎮企業の発展、外資導入政策の実施は、輸出指向型工業化を実行するために必要な制度的環境を提供したが、1994 年の財政・金融・貿易システム改革、特に為替レートの市場化改革により、中国はついに輸出志向型工業化戦略を確立した。2001年のWTO加盟後、米国に代表される国際市場が中国に全面開放され、中国の輸出志向戦略が大きな成果をあげることができた。他方、巨大な人口規模、家族計画政策、戸籍制度、土地の公的所有、政府の強力な動員力、香港・マカオ・台湾の存在などの要因も、中国の経済成長をある程度加速させたが、これらの要因は再現可能なものではなく、中国の経済成長モデルの中核となる内容にはなり得なかった。中国の急速な成長もいわゆる東アジアモデルの典型的な事例である。

Presenter Biography
Professor, Graduate School of Economics and Faculty of Economics, and Director, Center for East Asian Economic Studie, Kyoto University. Born in Shandong, China. Acquired a Master’s degree in Economics from Graduate School of Economics, Hitotsubashi University. He has held his current posts since 2008 after being a lecturer, associate professor and professor at the Faculty of Education, Tokyo Gakugei University. His research specializes in China’s economic reform and development. He received Nikkei Economic Book Culture Awards (日経・経済図書文化賞) in 1995.
