Determining Cost-Effectiveness Thresholds in Bhutan: A Population-Based Survey on Willingness to Pay for a Healthy Life Year
The cost-effectiveness threshold (CET) is a critical measure in health technology assessments, determining whether a health intervention offers value for money. This study aims to evaluate the demand-side CET by analyzing individual willingness to pay for an additional quality-adjusted life year (WTP/Q) across various disease scenarios within the Bhutanese population. WTP/Q estimates were derived using a contingent valuation survey coupled with EQ-5D-5L module during the National Health Survey of Bhutan, conducted from May to August 2023. This paper presents preliminary findings and estimates of the CET, with the aim of establishing a CET framework to inform health policy in Bhutan.
